2025 Year in Review

With 2025 drawing to a close, we’re taking time to reflect on another great year at Rasa Legal. The past year has been marked by many exciting events, accomplishments, and milestones Together, these efforts marked another step forward in our mission to provide affordable record clearance and support for people with criminal records. Let’s look back at the impact we made together.

2025 By the Numbers

Last year, more people than ever used Rasa’s services to understand and clear their criminal records. In under three minutes, our eligibility tool helps people see what is on their criminal record, and whether those records can be sealed, set aside, reduced, or expunged under state law. Over 2025, more than 7,000 people were able to access their record using our tool. That brings the total number of people who have used the eligibility tool to over 25,000. That number means access to needed legal information and a fresh start for thousands of people.

We also took on more cases this year than any year before, bringing us to a total of over 7,500 cases. Each case we handle leads to better outcomes in housing, jobs, and overall well-being for people who clear their records. We’re grateful that we have the chance to work with so many amazing people and have made their lives better by using our services.

While data is interesting, it cannot capture the full impact of record clearance. That’s why we continued our #1in3 campaign throughout 2025. You may have seen these beautiful portraits or seen some of the video clips on social media. These stories remind us that a person cannot be reduced to their criminal record.

The 2025 Interviews

In 2025, we published nine new interviews from justice-impacted people from Utah, Arizona, Oklahoma, Oregon, Hawaii, and Washington. During these conversations, the interviewees shared how they struggled with trauma, substance use, homelessness, and mental health issues, how they handled roadblocks from a criminal record, and faced big challenges. Over time, they were able to overcome those struggles and go on to found institutions, start businesses, write books, and work on criminal justice policy. Many of them are now giving back, helping people earlier on in their journey.

Events & Awards

While our services are online, we are always looking for new ways to connect with people. Events give us the chance to step away from our day-to-day work and focus on raising awareness and building community offline. We also received several awards, celebrating the mission and work we are doing to help people access new lives.

Big Events in 2025

Reaching people face to face allows us to strengthen community and build connection with those we serve. This year, we organized three events that helped spread awareness of our mission, foster dialogue, and connect people to needed services.  Our 2025 events included:

  • A Visit from Lara Love Hardin - Lara Love Hardin, author of the award-winning The Many Lives of Mama Love, joined us both for a #1in3 interview and a live event. She shared her story with an audience at the Rasa office, offering a personal look at the impact of second chances and long-term recovery.
  • Utah Expungement Summit - We organized and co-hosted the Utah Expungement Summit, an event at the Delta Center that provided expungement services to more than 2,000 people. Summit attendees received free eligibility checks using Rasa’s software, and thanks to sponsorship from the SEG Foundation and American Family Insurance, Rasa was able to provide free record clearance services to hundreds of Utahns. 
  • Silicon Slopes Event - For second chance month, our CEO, Noella Sudbury, took part in a panel event at Silicon Slopes. This panel also featured Jared Garcia, Executive Director of the Utah Department of Corrections, Destiny Garcia, from Clean Slate Utah, and John Jackson, from Defy Ventures.  In Utah’s buzzing tech hub, our founder shared how Rasa’s technology creates scalable impact, making the record clearance process faster, simpler, and more affordable than ever before.

Awards of 2025

This year, Rasa was honored with the Liberty Bell Award. The award is presented by the Utah State Bar Association’s Young Lawyers Division and is given to one non-lawyer or organization for honoring the rule of law and contributing to the improvement of our justice system.

The South Salt Lake Chamber selected our founder and CEO, Noella Sudbury, as the Woman of the Year for her amazing entrepreneurship in founding Rasa, her legislative advocacy, and the impact Rasa’s services have had on the people of South Salt Lake.

We are incredibly honored and grateful to receive both of these awards. We are also excited to continue to use the recognition to shed light on the challenges faced by those with criminal records and the need for scalable solutions.

Partners

Strong partnerships are key to our work. These relationships help connect people with criminal records to jobs, support services, and improved outcomes in general. In 2025, we added three new partners who share our goal of reducing barriers created by criminal records. 

Partnerships Added in 2025

Mercy Care. Having a criminal record has a significant impact on a person’s health, but clearing a record can transform someone’s confidence, improve their outlook on life, and help address many of the social determinants of health. That’s why, this year, we’ve been excited to partner with Mercy Care, a managed care organization that covers the cost of criminal record sealing and expungement services for its Medicaid members.

Axiom Care is one of Arizona’s largest non-profit treatment centers and prides itself on employing individuals with lived experience. This year, we launched an employee benefit program at Axiom that is available to all qualifying staff members with criminal records.  This program is a great example of an employer investing in the potential of their work force.

Utah Department of Workforce Services. As of December 2025, all job seekers in the state of Utah can now access Rasa’s software through their workforce services accounts. In a world where over 90% of employers conduct background checks, we hope this partnership can help raise awareness of record clearance options and remove the barriers a criminal record creates to employment.

Growth

In 2025, growth meant reaching even more people in new places. 

Expansion to Pennsylvania

This year, we expanded our services to the state of Pennsylvania. We now offer record checks and legal sealing and expungement services statewide, bringing the hope of a second chane to over 3 million people throughout the state of Pennsylvania. 

What the Future Has in Store

Looking ahead, we’re planning to expand to more states, and grow our partnerships in employment, government and healthcare.  While many States now offer record clearance, the process is still confusing, expensive, and hard to access. The technology we have built can help simplify these systems. As we grow, we will continue to help more Americans take steps toward clearing their record and living stable lives.
